Auto shops and car washes: the obligations, sourced

Three regulators, not one
OSHA governs how hazardous waste is handled and stored from a worker safety standpoint, the EPA governs classification, storage and disposal, and in most states a third layer of state environmental rules sits on top.
Generator status
Most independent shops fall in the small quantity generator band, generating between 100 and 1,000 kilograms of hazardous waste a month. Used motor oil, antifreeze, brake fluid, solvents, batteries and contaminated shop rags are all regulated.
Labeling is specific
Every container holding hazardous waste must be clearly labeled with the words hazardous waste and a description of its contents. This is one of the most common findings in shop inspections, and it is done by whoever fills the drum.
Floor drains are a separate exposure
Service bay floor drains cannot discharge into storm drains or surface waters without a permit, and shop wastewater generally has to run through a properly sized and regularly cleaned oil-water separator.
Car wash chemicals and spills
Car wash chemicals must be stored with proper secondary containment so spills cannot reach drains, and OSHA's Hazard Communication Standard requires safety data sheets for all chemicals plus training on proper handling. Spills reaching storm drains can trigger EPA enforcement and significant fines.
Where the data is thin
There is no widely published turnover figure for US auto repair or car wash crews comparable to the restaurant data. We are not going to invent one. The pattern operators describe — frequent changes and multilingual crews — is consistent with the trades generally.
